Workforce In a Minute (WIM) is a temporary employment agency, focusing on matching highly qualified technical employees to the companies that need them. It provides employees to its clients based on the needs the clients have. The assignment process receives requests from customers (clients), and interacts with the Human Resources department and the contracted temporary employees as needed. The process is described below.
When a client company determines that it will need a temporary tech employee, it submits a staffing request to WIM. Upon receipt of this request, WIM must first evaluate the request. When evaluating a request, WIM checks to see what type of contract the client has with them. These contracts are kept in a file. If the client does not have a contract, if it has expired, or if it does not cover the type of services the client is requesting, the request is denied and a letter is sent to the client company explaining the reasons. If the contract is current and covers the work requested, the request then has to be matched.
Matching involves looking through the files of temporary employees in order to find some with the skills and availability needed by the client, as indicated on the screened staffing request. If no matches are found, a letter is sent to the Human Resources department so that they can prepare an ad and find someone to fill the needs. When a match is found, the resume details of the top 3 matches are sent to the client.
Once the client receives the resumes, they review them and submit the name of their preferred employee so that the employee can be contracted. Contracting involves sending a client-specific temporary employment contract to the employee. When the employee signs and returns the contract, it is filed in an ‘open contracts’ file. In addition, the temporary employees file is updated to indicate the company, date, and length of the temporary assignment for this employee. A copy of the signed temporary employment contract is sent to the client. Once the process is completed, the customer contacts the employee to schedule their work hours.

While TMC is considered one of America’s “most wired” hospitals, it has struggled with its process for allocating funding across IT projects. Once the decision has been made regarding which services to provide, you need to map out the procedure for ensuring a smooth implementation. Please:
a. Create a plan for allocating IT resources across projects. Your plan should include things such as who should be involved, how projects will be evaluated and how you will handle appeals. If you could design this process in any way – with anyone – how would you do it so that it has the greatest chance of being successful? Be sure to provide support for your recommendations.
b. Justify your choice of one of the following systems for implementation (use the plan above to aid in your justification):
i. A social media site for TMC patients to connect with others who have their medical condition. The site will be monitored by RNs and, while they will not dispense medical diagnoses or advice, they will indicate when shared information is blatantly wrong.
ii. A mobile application that allows doctors and patients to see test results in real time. Results outside of a range will trigger a call from the physician for follow-up.
iii. An application that collects and analyzes data from all physicians associated with TMC regarding their patients’ ailments, test results, and ultimate diagnoses. The data is then used for predictive analytics to determine which patients are most likely to be non-compliant or to become severely ill. The information is then communicated to the doctors.
c. Describe a plan for introducing the technology identified in (b) into the organization. Assume it has been selected through the plan you described in (a). How should the technology be introduced to the organization? Who should be involved in this process? How should the process unfold? How can you make sure that it is adopted and used by the right employees? Provide a roadmap (with justification) for how to effectively implement the technology.
