The occurrence of risk in events can be explained through four perspectives. Normal Accidents suggests that catastrophic accidents are inevitable in advanced technological societies. Systems Theory suggests that accidents and risks result from failures in complicated socio-technical systems. Resident Pathogen suggests that all systems or organisations have persons within them that act as the pathogen for a source of risk; perhaps as an employee, spectator, or hooligan. Finally, there is insufficient Isomorphic Learning, learning which can be made possible by examining intrinsically similar systems of operations.
You are required to analyse one case study which reflects the emergency, crisis or disaster within an event. Using critical evaluation investigate the chosen case study in terms of the nature of the incident and what has (and has not) been learnt.
Suggested Essay Structure
- Introduction
- Introduce the case; it’s date, location and it’s context (such as crowd dynamics)
- Explain the root cause (the precipitating event) of the emergency/crisis/disaster
- Explain how and why the emergency/crisis/disaster escalated – you may wish to present this information as a chronology. Was it a system failure, or was it a normal accident, or was it caused by a ‘pathogen’?
- Explain the final outcome of the emergency/crisis/disaster; perhaps in terms of injuries/deaths. Where does responsibility or fault lie?
- Explain what, if anything, has been learnt from expert view of the incident, or if not expert, what do you think the event industry can learn from the incident
- Define how risk management logistical procedures were, have been or can be informed and redefined as a result of the incident. This there, or can you propose a solution to overcome or manage such risks? You may choose to refer to publications such as The Purple Guide.
